Board of Directors
Our chapter votes on Board of Director positions once every two years; Board of Director terms last 24 months. The Board is responsible for reviewing and revising the organization bi-laws and rules, meeting monthly to plan membership and chapter programing events, coordinating volunteer opportunities, and networking with community organizations, such as the Chamber of Commerce and local schools.

Katie has a Bachelor of Science Degree in HR Management and has been in Human Resources for 10 years in recruiting and the Light industrial sector. She currently works at High Bar Brands (formerly Minimizer) in Owatonna as their Human Resources Manager. Her passion is people. She enjoys finding new talent and watching them grow within their role. She also loves trying to create a positive work culture that encourages employees to come to work and be the best version of themselves. Her current goal is to grow the membership of the SHRM chapter and obtain her SHRM-CP.

Laura is the Franchise Owner of Spherion Staffing & Recruiting in Owatonna. After investing 13 years of her career with Spherion, she bought the Franchise in 2023. She is a native of Owatonna who desires to help drive people's careers, grow businesses, and better the community she calls home. Laura actively seeks opportunities to position herself as an insightful thought leader through demographic footprint, salary guide, and presentations on lessons on landing a job. She has been on the South Central Minnesota SHRM Board since 2017, serving as their VP of Membership.

Rachel is currently working as the Human Resources Specialist at the City of Owatonna, where she is responsible for employee benefits, performance management, workers’ compensation, recruiting and hiring, training, labor relations, legal compliance, and record keeping. Communication and organization are strengths for Rachel, and she is excited to connect with Human Resources professionals in South Central Minnesota. Rachel graduated from the University of Minnesota – Duluth, where she served on the school’s SHRM Club Board. She is passionate about learning and continuing to grow in the ever-changing Human Resources world.

Annette Duncan is the president of the United Way of Steele County. She has been working with nonprofits in the Human Services Sector for over 20 years. Annette has a BA in Organizational Management and Communication and a MA in Nonprofit Management. Annette is married to Bryan and together they have 6 children (Brandon, Hunter, Sebastian, Jazmyne, Indya, and Amelia and 2 granddaughters Penelope and Artemis). Annette enjoys spending time with her family, watching her children’s sports, and working in the garden. Annette is passionate about serving those in need, so most of her time is spent fulfilling this mission in a variety of different capacities.

Marysol currently serves as an HR Business Partner at Northern Tool + Equipment, where she collaborates with business leaders to drive talent strategies, support employee relations, and ensure compliance with complex employment laws.
She joined the SHRM Board in August 2024 and was appointed Treasurer in January 2025. Marysol holds a Master’s degree in Human Resource Development from Villanova University, as well as dual Bachelor’s degrees in Human Resource Management and French from Minnesota State University, Mankato. She is SHRM-CP certified.
Marysol is passionate about the HR community and values the opportunity to continuously learn and stay current in the ever-evolving landscape of employment law, compliance, and inclusive workplace practices.

Katie is a Recruiter at Federated Mutual Insurance, where she works to connect talent with opportunity. She graduated from the University of Minnesota - Duluth with a BA in Human Resource Management and a minor in Psychology. Katie joined the SHRM club in 2019 and has been a proud member ever since, earning her SHRM-CP in 2023. In October 2024, Katie welcomed her first son, who has been the light of her life! Katie absolutely loves building relationships and thrives on finding the perfect fit for candidates.

Caron Fischer is a Senior HR Consultant at Federated Insurance, where she partners with leaders across the organization to navigate both routine and complex employee relations matters. She began her career in Human Resources in 2015 and joined Federated in May 2022, bringing with her strong experience supporting supervisors and employees through a wide range of HR topics. Caron enjoys building strong relationships and helping teams thrive through thoughtful, people-focused solutions.
Caron holds a Bachelor's degree in Human Resource Management from St. Mary’s University and is a proud member of SHRM. She is passionate about the ever-evolving nature of HR and values the opportunity to continuously learn and grow in her field. She joined the South Central SHRM board in August 2024 and currently serves as the Legislative Chair, where she helps keep members informed on key policy developments impacting the HR profession.
Caron and her husband are proud parents of three young kids who keep life interesting and busy. When not spending time with them, they love exploring restaurants featured on Diners, Drive-Ins and Dives.

Caycee is the Area Director of Operations at Doherty Staffing for the Southern Territory, which includes both Northern Iowa and Southern Minnesota. Throughout her career, she has worked with a wide variety of companies in the Manufacturing/Light Industrial sector to partner on recruitment and retention initiatives. Caycee is passionate about empowering those around her to be the best version of themselves through intentional connection and leadership. She is excited to be part of the board and lead the initiative to get more people in the community SHRM certified!

Sammy Miranda is a Human Resource Manager at Lakeside Foods Inc where he leads recruitment, onboarding, and employee relations efforts to foster a safe, compliant, and engaging workplace. With a focus on continuous improvement, he supports talent development, benefits administration, and strategic HR initiatives. Sammy graduated from HRCI with his aPHR in 2025. Sammy joined the SHRM Board in 2024 to contribute meaningfully to the advancement of the HR profession. SHRM has long been a cornerstone in shaping ethical, inclusive, and forward-thinking HR practices, and he saw the opportunity to serve on the board as a way to help drive that mission forward. His goal is to bring a fresh perspective rooted in real-world experience, advocate for continuous development, and help build stronger connections between HR professionals across industries. To Sammy, it is about giving back to a community that has helped shape his own growth and ensuring we’re creating workplaces that truly support people. Sammy and his wife are parents to three young children. When they are not spending time with their kids, they are working on home improvement projects, exploring business opportunities and outdoor adventures.
